How to Service and Repair the Turn Signal Flasher on 2002 Buick Century?

In order to replace the hazard and turn signal flasher, take away the left instrument panel insulator, steering column filler panel, knee bolster bracket etc. Release the flasher by sliding it, disconnect the electrical connector then reconnect and secure the new flasher. Install the removed panels back again.
