Shims should be used under the valve Rocker Arm pedestals when reconditioning efforts have been done to the Cylinder Head or any of its components. The valve rocker arms must go back to their original placements before adding valve Rocker Arm bolts with a torque specification of 42 nm (31 ft. Lbs.).
